LAUSANNE, Switzerland (January 12th) - Professional Road race teams Elite I Kelme (Spain) and Domina Vacanze (Italy) have failed to produce the required financial securities for the start of a pro team in time, so that they are excluded from competition. They can still apply for a Trade team II license, which will exclude them from the World Cup series and the Giro, Tour de France and Vuelta other than on a wildcard invitation. 2002 world champion Mario Cipollini has a contract with Domina Vacanze.(OB)
