EU Dumping Duties for China and Vietnam Now Effective

PARIS, France (July 14) - The Official Journal of the European Community No; L 183 of today's date announces anti-dumping duties on bicycles imported from the People's Republic of China (PRC) and Vietnam. With the publication in the Official Journal of the European Community, Anti-Dumping duties of 48.5% on PRC bicycles and 34.5% on Vietnamese bicycles (with the exception of bike maker Strongman/Always at 15.8%) become effective and will apply from the 13th of July 2005 for a period of five years. The new dumping duties for the bicycle industry in the two countries are a result of complaints lodged by the European Bicycle Manufacturers Association (EBMA) of March 2004. In a press releases issued today the EBMA states: "The very detailed result goes a long way to confirm our findings of dumping and injury. The EU report confirms the existence of a PRC export quota system with it's control of prices and quantities. It mentions the non-transparent invoicing arrangements of the Vietnamese producers. One further interesting point is the fact that the Taiwanese internal market is largely supplied by PRC makers." EBMA Chairman Brian Montgomery further says in his statement that 80% of the Community producers supported the complaints. He continues: "The cumulated imports of the two countries concerned showed an increase of bicycle imports of 431% from 2000 with an average sales price decline of 50%. The statements by the European Two-Wheelers Retailers Association (ETRA) that there is no evidence of Vietnamese dumping and that the Community market vitally needs their bicycles (which are made by Taiwanese factories recently implanted in Vietnam) are comprehensively shown to be wrong. There is plenty of bicycle capacity in Europe and elsewhere to ensure adequate future supplies for our markets.
