No Dumping Duties on Chinese E-Bikes

BRUSSELS, Belgium – There’s a lot of confusion in China as well as in Europe on the anti-dumping duties on the import of Chinese E-Bikes and pedelecs (EPACs). Asked about this subject at the European Commission it was said by DG Taxations & Customs that E-Bikes and pedelecs are not considered to be bicycles but to be regarded as bicycles with an auxiliary engine. With that they are listed under a different product code: CN 8711 90 00 for which the regular import duty stands at 6%. With that there’s no anti-dumping duty of 48.5% to be paid when importing E-Bikes from China. The spokesperson of DG Taxations & Customs emphasized that this answer on the question was not binding. This spokesperson recommended to apply for a BTI (stands for ‘Binding Tariff Information’) for the country in which the E-Bikes are imported.
