Holland Skips Insurance on E-Bikes
UTRECHT, Netherlands – E-bikes in Holland will not have to be compulsory insured for liability anymore. The so-called ‘W-A’ insurance, which covers the rider against damage he/his vehicle may cause others, will not be necessary on E-bikes as of January 1st, 2007. Until now, E-bikes and Pedelecs were seen as motorized vehicles, hence the insurance compulsion; the same as on mopeds. For the riders, this meant they had to fork out somewhere between €40 and €50 annually. But at the same time, E-bikes have to use bicycle lanes, which created a discrepancy in the law. Reason for the insurance was the assumption that E-bikes would be more accident prone – something that has not proven to be. It remains to be seen if this Dutch initiative will spark a European guideline – and that E-bikes can be ridden without compulsory insurance in all 25 EU-Member states. At the moment the rules are widely different, a good example of which is the need to possess a motorcycle licence when piloting an E-bike through Luxemburg…
