FRIEDRICHSHAFEN, Germany – The European Bicycle Manufacturers’ Association (EBMA) and the Taiwan’s Bicycle Exporters Association (TBEA) recently reached an agreement on the monitoring of bicycle export from Taiwan to the EU. This monitoring must prevent illegal transhipments that are made to avoid the anti-dumping duties on bikes exported from China and Vietnam.
Bike export from Taiwan to the EU was in 2005 up 24.6% to about 2.9 million units. The anti-dumping duties set in July 2005 for China and Vietnam spurred this huge growth. With the growing export also the nervousness in Taiwan was growing about a possible backlash effect, namely that the EU will get suspicious about Taiwan and consider a new set of anti-dumping duties against the country. To tackle this, the Taiwan’s Bicycle Exporters Association (TBEA) began in October 2005 issuing its own Certificates of Origin. However, Brian Montgomery, Chairman of the European Bicycle Manufacturers’ Association said about the TBEA issued Certificates: “We need something more substantial; we need official action.” An agreement was reached on that ‘official action’ at the Eurobike Show on September 1 between officials from TBEA and EBMA.
What has been agreed on between TBEA and EBMA is that from October 1, 2006 Taiwan’s Bureau of Foreign Trade will fax certificates of origin to the TBEA for an examination by the Monitoring Team for bicycle products export to the European Union (this Monitoring Team was already installed on September 8, 2005 in Taiwan). The Monitoring Team will examine related export information that specify bikes for prices lower than Taiwan’s average unit price. Dubious cases shall be checked and examined by the Bureau of Foreign Trade of Taiwan. In particular the country of origin shall be checked and examined by the Bureau of Foreign Trade of manufacturers that specify much lower average export unit prices from the more than 200 manufacturers that exported bikes to the European Union.
