BRUSSELS, Belgium – The European Commission has imposed anti-dumping duties on saddles originating from the People's Republic of China. After a provisional arrangement in last December, the EU has now confirmed the final regulation. After investigations, the EU decided to lower the anti-dumping rate to
29.6%.
This rate counts for all saddles imported from the PRC, except for the ones from:
- Cionlli Bicycle (Taicang) Co. Ltd.
- Shunde; Hongli Bicycle Parts Co. Ltd.
- Safe Strong Bicycle Parts Shenzhen Co. Ltd.
- Cionlli Bicycle Components (Tainjin) Co. Ltd.
Their definitive dumping margin is lowered from 7.5% to 5.8%. Cionlli Bicycle Components (Tainjin) Co. Ltd was added to this list. Saddles from Giching Bicycle parts (Shenzhen) Co. Ltd. and Velo Cycle Kunshan Co. Ltd. have no dumping duty.
“Margins are too low”
“It is the first anti-dumping duty regulation imposed by the EU in 2007. That makes it a clear case of dumping of saddles from China”, says ANCMA secretary Piero Nigrelli in a first reaction. “After the publication of the Green Paper by EU-Commissioner Peter Mandelson last winter, we had little expectations about the possible success of our dumping complaint. Finally we are content with the decision to impose anti-dumping duties, although the margins are far too low to really meet this unfair competition. ”
Representing the EU-saddle production
The duties are the result of a dumping complaint that was lodged on 22 February, 2006 by the European Saddle Manufacturers Association (ESMA). The complaint was supported by Selle Royal and its related company Brooks England, Selle Italia with its related company Bassano Selle; Selle SMP; ABI spj; Iberoselle; Selle Montegrappa and Selle San Marco that represent 99% of the saddle production in the EU. The anti-dumping duties are effective from June 18, 2007 and are binding and directly applicable in all EU-member states. The regulation is published in The Official Journal of the European Community No. L 160.
