Expiry Notice on Anti-Dumping Duties China and Vietnam Published

BRUSSELS, Belgium – Last Friday March 19th, the notice of the impending expiry of anti-dumping measures on the bicycles and parts imported from China and Vietnam into the European Union has been published in the Official Journal of the European Union.

Now this notice is published the procedure on anti-dumping measures stipulates that: “Union producers may lodge a written request for a review. This request must contain sufficient evidence that the expiry of the measures would be likely to result in a continuation or a recurrence of dumping and injury.

“Should the Commission decide to review the measures concerned, importers, exporters, representatives of the exporting country and Union producers will then be provided with the opportunity to amplify, rebut or comment on the matters set out in the review request.”

The notice of the impending expiry further states: “Union producers may submit a written request for a review on the above basis at any time from the date of the publication of the present notice but no later that three months before the date of expiry which is July 15, 2010.”

That the Union producers will submit that request for a review is certain. These producers are united in the European Bicycle Manufacturers Association (EBMA). One of the members of this organization confirmed to Bike Europe at last week’s Taipei Cycle Show that the EBMA will go for a review.

At this show it was said that the expiry date has been postponed for six months to January 15, 2011 because of a preliminary investigation on the current state of the bike market in Europe. However confirmation on the postponement could not be found yet.

Currently, the import of complete bicycles and certain bike parts into the European Union from China is taxed with a 48.5% anti-dumping duty. On bicycles imported from Vietnam a 32.8% dumping duty is levied.
