Tender for Warsaw Public Bike System About To Open

WARSAW, Poland – Poland’s Capital plans to start a bike hire scheme in 2011. The public tender for establishing the system with 120 docking stations and approximately 2,000 bicycles is about to open. 

The first step for establishing the Warsaw bike hire scheme was set on September 10. On that date the public tender for a ‘functional-utility program’ for the system was opened. This program is the final step before finalizing the public tender for establishing the system itself.

The tender was prepared by Department for Roads and Public Transportation of the City of Warsaw, with December 15 the deadline to complete the work. Five companies entered bids on the project, which is expected to detail the framework for a bike share system with 120 docking stations and approximately 2,000 bicycles.

It must run 24 hours a day from April to October and be flexible enough to expand as necessary and operate past the October cut-off when weather permits. The bike share system will also become a part of the overall public transportation system. To this end, compatibility with Warsaw City Mobility Card is also required.

Included as part of the functional-utility program will be precise guidelines for functional and technical requirements for the Warsaw system and identification of conditions and costs for design, installation works, starting, and running the system.

The companies which entered proposals were:

  • Sener ltd. (€ 146,369)
  • WYG International ltd. (€ 17,316)
  • P&P Solutions (€ 1,967)
  • DHV ltd. (€ 31,353)
  • AECOM ltd. (€ 61,717)

P&P Solutions was rejected due to its price for the project being too low. In fact, it was not enough for to buy the maps for the locations of the docking stations. The winning bidder was WYG International ltd. – a part of the WYG Group. The company is active in a wide range of areas including PR, marketing and consulting, communications, branding, territorial marketing, education and social development, engineering consulting, and management of EU projects.

Once the functional-utility program is finalized, the contract to build and run the system will be open for a public tender. The winning bidder will be expected to design, deliver, install, start and run the system for at least two cycling seasons during two subsequent years.
