HO CHI MIN CITY, Vietnam (August 17) – In the turmoil surrounding the anti-dumping accusations against Vietnam, it might be interesting to know the following: according to a recent Trade Ministers decision, goods which are temporarily imported for re-export or transit, and semi-finished products imported for processing under the trade ministers permit include, among others like finished textile and garment products and finished footwear products, also bicycles in complete units or component sets.
This rule could confuse products actually made in Vietnam with those that are imported into Vietnam, and re-exported to other countries. The country of origin in that case is not the same as the country of manufacture – which makes it difficult to ascertain what is actually the case. (MH)
