White Paper on Type-Approval Requirements for E-Bikes Available for Download
BRUSSELS, Belgium – On 1 January 2017, the new type-approval, which includes most types of electric bicycles, enters into force. The Bike Europe White Paper which includes the latest update on the type-approval requirements for e-bikes can now be downloaded.
In 2014, Bike Europe published a White Paper on rules and regulations for electric bicycles, which included a table of all components and characteristics subject to type-approval and the corresponding requirements. However this table was incomplete and not fully correct. We have now updated the White paper with a completed and updated table. Download this update here.
Exclusion of the type-approval
The only category excluded from type-approval and therefore classified as a bicycle, is the pedal assisted bicycle with assistance up to 25 km/h and maximum 250W. All other types, including so-called speed pedelecs or speed e-bikes, are in the type-approval.
Speed pedelecs or speed e-bikes, are in the type-approval either as category L1e-A, powered cycles with a maximum speed of 25 km/h and maximum 1 kW or as category L1e-B, moped with maximum speed of 45 km/h and maximum 4 kW.
Components and characteristics subject to type-approval
The type-approval does not only apply to the whole vehicle, but also to a wide range of its components and characteristics. All components and characteristics subject to type-approval are listed in the framework text of Regulation 168/2013. Originally, the type-approval was designed for conventional mopeds and motorcycles. As a result, a number of type-approval requirements were unsuitable for electric bicycles and other light electric vehicles. That is why the European Commission has allowed for adapted requirements were necessary.
